“The Technical Building Code, hereinafter CTE, is the regulatory framework that regulates the basic quality requirements that buildings must meet, including their facilities, to satisfy the basic requirements of safety and habitability, in development of the provided for in the second final provision of Law 38/1999, of November 5, on Building Planning, hereinafter LOE. The CTE establishes these basic requirements for each of the basic requirements of “structural safety”, “safety in case of fire”, “safety of use and accessibility”, “hygiene, health and environmental protection”, “protection against noise” and “energy savings and thermal insulation”, established in article 3 of the LOE, and “provides procedures that allow compliance to be accredited with sufficient technical guarantees.”
