Consequently, this royal decree comes to comply with the final provision third of the consolidated text of the General Law on the rights of people with disability and its social inclusion, bringing together in a regulatory text those basic conditions applicable throughout the national territory whose concurrence and observance are considered inexcusable to guarantee the rights of people with disabilities and their families, in the sphere of goods and services available to the public. Along with the catalog of basic conditions, the royal decree also incorporates a list of positive action measures aimed at compensating for initial disadvantages that people with disabilities generally experience. It is, with this deployment of support, to place these people in a position of equal opportunities so that they can develop their lives according to their own preferences, decisions and choices.
