This article formulates a methodology that serves as a guide for legislators and authorities in charge of urban planning, in reference to small establishments, to know what reasonable adjustments are and which ones they would apply to achieve the established accessibility requirements. Based on the analysis of data from 120 municipalities, this methodology has been developed, which includes flexibility requirements, accessibility adjustments, economic viability and all those factors that influence accessibility..
