This standard defines an open and free communications protocol for mobile telecare services, where mobile telecare devices (terminals) need to interact with care centers.

The standard has been designed to use the short message service, known as SMS (Short Message Service), as carrier services, as well as to work with mobile data services based on Internet Protocol (IP).
