“This report aims to contribute to the urgent task of adapting Spanish penitentiary regulations to the mandates of the Convention. To this end, the basic dimensions of the regulatory framework of the Convention that affect the penitentiary field will be presented first and the main modifications that the incorporation of said framework requires to be introduced in the General Organic Penitentiary Law and in the Penitentiary Regulations will then be raised, taking into account also the Spanish regulations on disability.”
