Summary:

This study aims to offer an overview of the current state of accessibility in citizens’ relations with public administrations. To do this, it focuses on procedures and services dependent, directly or indirectly, on the General Administration of the State and considers a representative sample of some of the most demanded by the population, both in person and online, through the websites of public administration that offer different electronic identification systems (electronic certificate, Cl@ve PIN and without certificate) for carrying out each of the procedures to be evaluated. The developed methodology combines the technical analysis carried out by expert accessibility consultants with the experience of users, considering procedures linked to different areas: economic, fiscal, labor, administrative, health or cultural. The results and conclusions of this work are intended to serve as guidance to those responsible for the creation, management and publication of these procedures and services, for the improvement of accessibility conditions, and to users regarding the possibilities offered by each one.
