“In accordance with the commitment acquired by the Spanish State – with the ratification of the International Convention on the rights of persons with disabilities – to guarantee the full and effective exercise of all fundamental rights and freedoms of all persons with disabilities, the Assembly of Madrid, in the exercise of the power established in article 87.2 of the Constitution, as well as the competence provided in article 16.3.h) of the Statute of Autonomy of the Community of Madrid and in accordance with the provisions of articles 175 to 177 of the Regulations of the Madrid Assembly and 108.3.º of the Regulations of the Congress of Deputies, exercised the legislative initiative before the Congress of Deputies with a Proposal of Law to modify Organic Law 5/1985, of June 19 , of the General Electoral Regime, with the following articulated text.”
